Britain and France Will Dispatch Forces to Ukraine should a Peace Deal is Finalized

The UK and France have formalized a statement of purpose concerning the positioning of armed personnel in Ukraine if a peace agreement be struck with Russia, the UK Prime Minister, Sir Keir Starmer, has declared.

Subsequent to talks with allied nations in Paris, he said that the UK and France would "create defense centers in various parts of Ukraine and erect secure structures for military hardware and equipment" to prevent any subsequent incursion.

The allied nations also put forward that the America would take the lead in overseeing a truce.

Russia has consistently warned that any foreign troops in Ukraine would be considered a "valid objective", but has so far not issued a statement on this latest announcement.

Background and Ongoing War

Moscow's leader Vladimir Putin initiated a major offensive of Ukraine in February 2022, and Russian forces currently holds roughly 20% of Ukraine's sovereign soil.

"This is a vital part of our commitment to support Ukraine for the duration," remarked the UK Prime Minister.

Heads of state and senior officials from the "Coalition of the Willing" participated in the recent discussions.

Speaking at a shared media briefing, Starmer further said: "It paves the way for the juridical structure under which allied and coalition forces could work on Ukraine's territory, defending Ukraine's air and maritime domains, and rebuilding Ukraine's armed forces for the future."

The British leader went on to say that the UK would participate in any American-headed verification of a prospective cessation of hostilities.

Protection Pledges and Negotiation Stances

Senior US negotiator Steve Witkoff remarked that "durable defense assurances and substantial prosperity commitments are essential to a enduring ceasefire" in Ukraine – alluding to a central demand made by the Ukrainian government.

The negotiator said the partner nations had "mostly completed" their work on finalizing such pledges "so that the Ukrainian people know that when this war ends, it ends permanently."

The former US envoy, US President Donald Trump's special envoy, also took part in the discussions.

At the same time, French President Emmanuel Macron said that Ukraine's supporters had made "significant progress" at the talks.

He added that "robust" security guarantees for Kyiv had been reached in the instance of a possible truce.

Ukraine's leader Volodymyr Zelensky stated that a "significant step forward" had been made in the talks, but qualified that he would only consider efforts to be "sufficient" if they led to the end of the fighting.

Recently, he indicated a peace deal was "largely prepared". Finalizing the remaining 10% would "determine the outcome of the peace, the destiny of Ukraine and Europe".

Unresolved Issues

  • Land and security guarantees have been at the center of key disagreements for negotiators.
  • Moscow has repeatedly warned that Ukrainian troops must pull back from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, refusing any middle ground over how to conclude the war.
  • Zelensky has so far ruled out surrendering any territory, but has suggested that Ukraine could pull back its troops to an agreed point – but only if Russia reciprocates.

Russia currently occupies approximately 75% of the Donetsk oblast and around 99% of the neighbouring Luhansk. The two regions form the area of Donbas.

The initial US-led multi-point framework that was extensively reported to the media last year was seen by Kyiv and its European allies as being heavily skewed in Moscow's direction.

This triggered weeks of focused discussions – with Ukraine, the US and European leaders trying to adjust the draft.

The previous month, The Ukrainian government submitted the US an updated proposal – as well as additional documents outlining prospective security guarantees and plans for Ukraine's recovery, Zelensky said.
